What is the wattage of each bulb on the track. With 14 gauge wire that is most likely on a 15 amp breaker. You need to add the total wattage of all bulbs when lit. If you have 12 40 watt bulbs you will be OK. You also said in question that you had this coming out of a junction box, what else is on this circuit, you dont want to exceed 1500 total watts on a 15 amp breaker or 14 gauge wire. If you cant trace entire circuit you may consider having electrician do it for you or adding a seperate circuit in breaker box designated to just your track lighting.

yes u can u can either do one of two things 1) use small self cutting screws to attach it...if you dont plan on taking it down for a long time and dant care about a few holes in it later or 2) they sell a small clip that attaches to the grid, it has a small threaded peice that will go into the track lighting and secures with a nut

I agree with Magic but first I have to question which bulb is still working, the first on the track nearest the power inlet or the last? If it is the first and the problem still persists after you change the bulbs then I would suggest checking to see if the track is shorted or not getting power to the latter end of the track. I was told at Menards that almost any light an be turned into a plug in light. They sell a cord for like $15 or less. It just gets wired to the light wiring. You would have to look at where the wiring goes into the lights you would want and if it would work out to put a plug on it
